It sheds. The slope carries water away from the window and off the face of the wall rather than letting it run down the brick.
It breaks the flow. A properly detailed sill has a drip edge — a groove or a projecting lip on the underside — that stops water from wrapping around and tracking back onto the wall beneath it. Water will not cross a clean drip edge; it lets go and falls.
